J. Norman Holcombe, Sr., CRM
Another consultant with a distinguished career in information management is Norm Holcombe, who has been in records and information management for thirty years. Over his career he has become proficient in the evaluation and analysis of existing records management systems and programs as well as the design, implementation, and management of cost effective programs. Holcombe’s industry experience includes Audit and Accounting, Aerospace, Automotive, Communications, Food Beverage & Restaurants, Government Contracting, High Tech, Insurance, Legal, Non-Profit, Petroleum, State Government, and Utilities.
Holcombe is currently employed as the National Information & Records Manager for Pitney Bowes Management Services (PBMS). In this position he provides technical support and consulting services to customers, prospects and PBMS managers. Major responsibilities include on-site analysis and process evaluation of records and information management programs, systems, processes, and procedures. These activities resulted in recommendations for improvement in both manual and automated solutions; evaluation and selection of appropriate records and information management technology solutions; and guidance and support on how to design, implement, staff and manage successful programs.
One of Holcombe’s major accomplishments was as Manager—Records
Administration & Administrative Services for GTE’s Government Systems
Corporation. He was responsible for the design, implementation, and management
of a total records and information management program. This program was credited
with documented savings/cost avoidance of over $9 million in 6 years by applying
sound procedures, systems, and effective technology.
His career started in 1969 with the Data Processing organization of the State
of Tennessee as a computer programmer. He rapidly moved into management as a
Computer Systems Development Manager. In 1975 Holcombe was asked to become the
first Director of Records Management for the State. In this position, he lead
the then-new state-wide Records Management initiative for all State organizations.
His previous positions have been Director, Information Management, International Mission Board (SBC), where he was responsible for developing a strategy to implement state-of-the-art information management systems for the worldwide operations; Information Resources Manager, Gulf+Western Natural Resources Group, where he started from ground zero and designed, implemented, and managed a Records & Information Management program for all business units and locations; Office Automation Consultant/Manager, Boeing Computer Services (BCS), internal consulting group of Boeing Computer Services (BCS), where he provided records & information management and office automation consulting services to the world’s leading aircraft and aerospace manufacturer. In addition to his records & information activities, he has Administrative Services management experience, including mail services and operations; office supplies and equipment; shipping/receiving and warehouse services and operations; and graphics, print shop, reprographics center and convenience copiers.
Holcombe has served as an Adjunct Professor in Records and Information Management at Virginia Commonwealth University (Richmond), J. Sargeant Reynolds Community College (Richmond), and Highline College (Seattle).
Holcombe graduated from the University of Tennessee, Knoxville with a B.S. in Business Administration, with a major in Industrial Management. He became a CRM in 1982. He is an active member of ARMA International and the Institute of Certified Records Managers (ICRM). He is a past president of the Nashville and Richmond ARMA Chapters and has twice been recognized as Chapter Member of the Year.
